Well, mods will fix all of this thankfully. The amount of limitations on settlements are idiotic I remember how mad people where about skyrim when it came out with its original ui :P.
If you remove all the excess stuff in Sanctuary like fences, tires and all that it'll give you a bit more room for things. What is the limit? Is it a height thing or a size thing? My advice is before you try it run the getav command to see what the variable currently is so you can change back if you need to. I should point out when I tried this in the vault tec DLC location it did strange things instead of expanding the limit possibly because it has other workshop areas linked together. I use setav I'm sure it's basically the same but I always feel that it's dangerous to go negative. I need to just click on a workshop and type "bat expandsettlement". I always use settlements expanded mod, where it basically provides a batch file with all the necessary commands to expand the limit. Just be careful you don't overdo it and create a situation where your comp can't handle everything you build and your game stutters with save bloat until it eventually crashes. And thats how I lost all my save games hahahah. Then you need to insert the following command and press enter: Setav -1 And the same for the following command : Setav 34b -1 Et voila. Then open your console and select the workshop by clicking on it. Now enough chit chat, this is how you do it: First walk to your workshop inside your settlement. No longer do you need mods to have unlimited settlement size!
